Poland's Ministry of Digital Affairs has revealed what is planned for the mObywatel app in 2027. The most important addition is Portal Poparcia (the Support Portal), built into the app, which will let users sign lists of support for candidates and election committees.

How the Support Portal is meant to work

The service will be available from a phone. The ministry stresses that it will be voluntary: election committees will still be able to collect signatures on paper forms, and citizens will be able to choose between the digital and paper option.

The portal is only for giving support to candidates and lists before they are registered. It is not a tool for voting in elections.

The system is to check voting eligibility and the correct constituency using data from the Central Electoral Register (Centralny Rejestr Wyborców). It will guide users through the process step by step. Committee representatives will be able to see how many signatures have been collected digitally, but will have no access to the data of the people who gave them.

According to the ministry, candidates and committees will be presented neutrally, without suggesting any preference, and the messages shown will explain what action the user is taking and what its consequences are.

Deputy Minister of Digital Affairs Dariusz Standerski said it is a relationship solely between the signatory and the National Electoral Commission, "without intermediaries". In his view, the solution will reduce mistakes and strengthen data protection.

Portal Poparcia is meant for collecting signatures before registration, not for voting.

Where the idea came from

The feature was announced in 2025, after Krzysztof Stanowski drew attention to the issue of collecting signatures during the presidential campaign. For a candidate to stand in an election, their committee must first collect at least 100,000 valid signatures of support. Critics pointed out that this favours large parties with extensive structures, and that the process is open to abuse, for example signatures from deceased people. According to Spider's Web, using mObywatel is meant to prevent this.

Development of the app

According to the ministry, mObywatel currently has 13.5 million users and around 2 million logins a day. Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski said the app is increasingly meant for handling everyday matters, checking data and confirming identity, rather than just storing a document.

The next stage of development is meant to be confirming identity and selected data in other European Union countries too.
