In short
- Single person discount: if you are the only adult in the home, you get a 25% discount (as of November 2026), but you have to apply to your council (GOV.UK).
- Council tax is a local tax on your home. Your council sets the rates and collects the payments. This guide mainly covers England; Scotland, Wales and Northern Ireland have their own section.
- You can check your band online by address or postcode. In England there are bands from A to H, based on the price of the home on 1 April 1991.
- Challenging your band with the Valuation Office (VOA) is always free, but you keep paying your bill while your challenge is reviewed.
- Council Tax Reduction on a low income or benefits can cut your bill by up to 100%.
- Arrears: contact your council as soon as possible. It is a ‘priority debt’: you pay it before debts such as credit cards.
Who pays council tax
See Renting a room or flat in the UK without the pitfalls for who usually pays and what to check before signing. The resident owner pays first, then the resident tenant, and where no one lives there, the owner. For a house in multiple occupation (HMO), which is usually a shared house, bedsit or hostel with 2 or more people who aren't part of the same family, the owner pays in England (Citizens Advice).
Bills should be sent out in April; you are usually asked to pay in 10 instalments, but have the right to request 12 (as of November 2026, Citizens Advice). Telling your council about a move is covered in Your first 30 days in the UK, and your other household bills in Household bills in the UK.
How to check your council tax band and what the bands mean
You can check the band of a home in England or Wales online by address or postcode (GOV.UK).
Bands are based on the price a property would have sold for on the open market on 1 April 1991 in England (1 April 2003 in Wales; GOV.UK). Bands in England (as of November 2026):
| Band | Value of the home at 1 April 1991 prices |
|---|---|
| A | up to £40,000 |
| B | £40,001 – £52,000 |
| C | £52,001 – £68,000 |
| D | £68,001 – £88,000 |
| E | £88,001 – £120,000 |
| F | £120,001 – £160,000 |
| G | £160,001 – £320,000 |
| H | more than £320,000 |
The VOA values most HMOs as a single property, so rooms will not usually have their own band.
Council tax discounts and exemptions in England
You need to apply to your council for a discount or an exemption, even if you are ‘disregarded’.
- 25% (single person discount, as of November 2026): you are the only adult in your home, or everyone else in your home is disregarded (GOV.UK). You are entitled to the discount from when the other person moved out, even if you told the council later (Citizens Advice).
- 50%: where everyone in the household is disregarded, unless the household qualifies for a full exemption. Check this particularly where everyone is a full-time student or qualifies as severely mentally impaired.
- Disabled Band Reduction: your bill is based on the next lowest band (if your home is in band D, you pay the band C rate), or, in band A, you get a 17% discount instead. You need an extra bathroom, kitchen or other room for the disabled person, or extra space inside the property for using a wheelchair. The property must be the main home of at least one disabled adult or child.
People who are disregarded include: anyone under 18, people aged 18 or 19 in full-time education, full-time students, and people who are severely mentally impaired. For severe mental impairment, you need a medical certificate and proof of eligibility for certain benefits; check the conditions with your council.
Watch out for a discount applied by mistake. If your bill shows a discount you shouldn't have, tell your council within 21 days. If you don't, the council might send you a £70 penalty (Citizens Advice, as of November 2026).
Announced. The Autumn Budget 2026 announces a Household Energy Payment of £100 in England for households in bands A–D from January 2027 (as of November 2026, GOV.UK).
Council Tax Reduction: help on a low income
Council Tax Reduction (CTR, sometimes called Council Tax Support) is something you apply for with your local council (GOV.UK). Your bill could be reduced by up to 100% (as of November 2026), and your household income counts: savings, pensions and your partner’s income.
- Each council runs its own scheme, and for working-age claimants it makes its own rules.
- Under the pension age rules, you usually need less than £16,000 in capital; if you receive the Guarantee Credit part of Pension Credit, you can get CTR with more capital (as of November 2026, Citizens Advice).
- You can apply up to 8 weeks before you are first responsible for paying, for example before you move in (Citizens Advice).
- If you are not a British citizen, you can only get CTR if your immigration status lets you claim ‘public funds’. A discretionary reduction doesn’t count as public funds, so you can ask for one without a right to benefits: ask for ‘a discretionary reduction under section 13A(1)(c) of the Local Government Finance Act 1992’.
- First write to your council explaining why you disagree and ask it to reconsider. Appeal to the Valuation Tribunal within 2 months of its reply; if the council has not replied after 2 months, appeal within 4 months of asking it to reconsider (as of November 2026, Citizens Advice).

How to challenge your council tax band and appeal a decision
You can challenge your band using the same online service you use to check it; you will need evidence (GOV.UK). You have a legal right to make a challenge (a ‘proposal’) if: you have been paying council tax on the property for less than 6 months; the VOA has changed your band in the last 6 months; or your local area has changed physically (for example, a new supermarket or main road has been built). If you have been paying for more than 6 months, you can ask for a ‘band review’ (GOV.UK, as of November 2026).
- Gather evidence. For a band review you provide addresses for up to 5 similar properties in a lower band.
- Make your challenge with the VOA online, or email ctinbox@hmrc.gov.uk. You keep paying council tax while it is reviewed.
- Wait for the decision. It can take up to 4 months for a proposal and up to 12 months for a band review.
- If your band goes down, the council will revise your bill and pay any refund that’s due. If your home is already in band A, the band can’t be reduced.
In England, after a proposal you can appeal a VOA decision to the Valuation Tribunal for England within 3 months of receiving the decision (as of November 2026, GOV.UK). The appeal is free; you pay your own associated costs. You cannot appeal after a band review. You must first have made a request to the VOA, and you attach a copy of its decision to the appeal form (Valuation Tribunal Service).
Council tax arrears: what to do
If you are struggling to pay or are behind with payments, contact your council as soon as possible (GOV.UK, as of November 2026). You can spread your payments over 12 months instead of 10, and the council may give you a one-off discount if you still cannot pay. What happens in England if you miss a payment:
- About 2 weeks later you get a reminder (Citizens Advice) giving you 7 days to pay; if you don’t, you have to pay the whole year’s council tax. After a third missed payment in the same financial year, you get a final notice demanding the whole amount.
- The council can ask a magistrate for a ‘liability order’, which is a legal demand for payment; legal costs may be added to what you owe. Before applying, the council should look at other options, such as a payment plan or time to apply for Council Tax Reduction.
- After a liability order, the council can take the money from your wages, take it from benefits (including Universal Credit) or send bailiffs (‘enforcement agents’) if there is no other way to recover the debt.
Council tax arrears are a ‘priority debt’, so you pay them before debts such as credit cards. If you’re eligible, you could get 60 days of breathing space, but deductions from Universal Credit continue even then; the scheme is covered in Banking, credit and your credit history in the UK.
Scotland, Wales and Northern Ireland
The information below is as of November 2026.
Scotland. Scotland has bands A to H based on 1 April 1991 prices: band A covers values up to £27,000, and band H values above £212,000 (legislation.gov.uk, legislation.gov.uk). On a low income, Council Tax Reduction can reduce the bill by up to 100% (mygov.scot). In a property where each person or family has their own rental agreement for their room, a tenant does not need to pay council tax, even if the rental agreement says tenants should pay; the owner pays. You submit a challenge to your band to an assessor based in your local Valuation Joint Board or council (GOV.UK).
Wales. There are 9 bands (A to I) (GOV.UK). You challenge your band with the VOA as in England. In Wales, appeals go to the Valuation Tribunal for Wales; the usual time limit is 4 months from receiving the VOA decision (GOV.UK). Care leavers aged 18 to 24 may be exempt from council tax in certain circumstances (gov.wales). If you are struggling to pay, contact your council as soon as possible, ideally before missing a payment (gov.wales).
Northern Ireland. Instead of council tax you pay domestic rates: your rateable capital valuation multiplied by the domestic rate for your council area. This is the capital value based on 1 January 2005 prices, rather than the home’s current market price. Land & Property Services (LPS) issues bills at the beginning of April (nidirect). At £150,000 or less, the landlord pays rates; above that value, the tenant usually pays, except for HMOs and properties covered by a landlord’s Article 21 agreement (nidirect). After the first valuation or a review you receive a Certificate of Valuation; you can appeal against the valuation to the Commissioner of Valuation within 28 days, and then to the Northern Ireland Valuation Tribunal. Keep paying rates while LPS reviews the valuation (nidirect). On a low income, check Housing Benefit and Rate Relief for people of State Pension age, or Rate Rebate if you receive Universal Credit (nidirect). People aged 70 or over who live alone can apply for the 20% Lone Pensioner Allowance (nidirect). Non-payment can lead to Process in Debt Proceedings and additional costs (nidirect).
Frequently asked questions
Do I have to pay council tax if I rent a room in a shared house?
In England the owner pays council tax for a house in multiple occupation (HMO), and the VOA values most such houses as a single property with a single band. In Scotland a tenant with their own rental agreement for a room does not pay, even if the agreement says otherwise. Before you sign, ask the council and the landlord who pays.
Can I get Council Tax Reduction if I am not a British citizen?
You can only get CTR if your immigration status lets you claim ‘public funds’. A discretionary reduction doesn’t count as public funds, so you can ask your council for one.
Can you go to prison for not paying council tax?
In England, a court can impose up to 3 months in prison if it decides that you are deliberately not paying council tax and bailiffs have been unable to recover the debt (as of November 2026, Citizens Advice). If you face such proceedings, speak to your council or local Citizens Advice.
